"* To qualify for a Referral Sign-up Bonus, you must be a new member and place qualifying orders totaling a minimum of $50 within 90 days of becoming a member. You must be located in the 50 United States or D.C. to qualify. Offer may be modified or cancelled anytime."
From the Rakuten program terms
"Make purchase(s) that earn Cash Back through www.rakuten.com, the Rakuten App or the Rakuten browser extension (each a "Qualifying Purchase") within ninety (90) days from sign-up according to the applicable bonus terms made available to you on the Referral Site or otherwise; provided, however, that purchases made on Amazon.com, other than those made on https://music.amazon.com/, shall not be considered Qualifying Purchases;"

- One sign-up bonus per new member
- Your purchases can add up across several orders; they don't have to be one $50 order
